Don't know entirely.  There _is_ a France (whose queen we now know is
called Diana) ;) and a Germany (unified or not, I don't know) and a Spain. 
And we know what money they use: marks in most of Germany; ecus, livres
and sous in France; reales and/or pesetas in Spain and colonies.  It's not
certain if there is any kind of EU or unified currency.

We also know that there is regular zeppelin travel amongst the countries,
and across the sea.  Lufthansa, KLM Royal Dutch Airways, British Airways
... you name it, they've all got the latest and finest airships afloat. 
And with the Mexican discovery of vast helium deposits up north, a lot
safer than with the hydrogen only ships or old.

There have been two largeish Eurowars in the 20th century; but they don't
seem to have been entirely analagous to WWI and WWII.  Most likely a
continuation of whatever the previous Eurowar was.

I think more or less the same world sans US influence.  Or infestation as
the case may be!
