Ah.  Okay.  In Kirshenbaum's system
(http://www.hpl.hp.com/personal/Evan_Kirshenbaum/IPA/faq.html),
which is probably the most widely used on the net, it's a
voiced alveolar flap (fishhook "r").

In X-SAMPA (ftp://pitch.phon.ucl.ac.uk/pub/sam/ipasam-x.ps) it has no
meaning.
