It's a literal sign (a board attached to a pole) saying "Word Order!"
in English, and I believe it physically exists.  However, it is only
notionally that people are hit on the head with it when they
produce SVO-Klingon.

Distinguo.  "Culp" (n.) would be "fault", whereas "colff" (n.) would be
"blow, hit"; an excellent case of "learned" vs. "popular" terms.
