Less so, I think; Occitan is far more of a going concern (less
Jacobin/centralizing influence).

But IIRC it was you who suggested that *there* the E.U. is the

Andrew has said that Kemr was invited to join, so perhaps the
three Kingdoms got separate invitations.  After all, for many
years *here* the Benelux (Belgium, Netherlands, Luxembourg) nations
formed a separate customs union within the larger E.C. customs
union.
