If I'm not altogether mistaken, Andrew once told me it was because the
Princes of Cambria were, shall we say, somewhat hesitant in claiming the
title "King" because of their continued connexions with Byzantium.  After
a while Byzantium faded into the pages of History and the title "King"
started up.
